Never have I ever questions for couples
Never have I ever is a party game, and most lists of it are written for a party: loud, a bit lurid, designed for a room. Played by two people it becomes something quieter and better. There is no audience to perform for, so what comes out is a string of small stories you have somehow never told each other.

For two, the rules need a small change. Take turns reading a statement. If either of you has done it, that person owes the story, briefly. The story is the game. A list worked through with nods and no stories is a questionnaire.
These are kept clean on purpose, so the list works for a new couple as well as an old one. The last section turns the game on the relationship itself, which is where long-standing couples tend to find the surprises.

Yes. The list is written to be safe for a new couple, a family table or a long car journey. If you want a spicier game, keep the format and write your own statements, since what counts as too much is different for every couple.
Is never have I ever a good game for new couples?
One of the better ones, because it produces stories instead of opinions and lets each person choose how much to reveal. Start with the first two sections. The dating section is fine once you can both laugh about your past, and not before.
What if a statement causes an argument?
Drop that one and keep playing. The section about the two of you contains small confessions, and the unspoken rule of the game is amnesty: something owned up to in a game is not evidence for later. If you cannot offer that, skip the last section.
